This will allow them to enter the province through Hainan's open ports and stay visa-free for up to 30 days. With these additions, the number of countries covered by this Hainan visa-free policy has now reached 61. During the visa-free period, travelers are permitted to engage in tourism, business, exchange visits and family visits. However, the two policies do not cover employment, study or journalistic activities, which still require appropriate visas, the NIA said. An NIA official said the measures are part of efforts to advance high-level opening-up and facilitate exchanges and cooperation with neighboring countries. 三 | 收费站影像显示，凌晨两三点该车跟随前车冲离收费站，未生成通行扣费记录。 经与平台核实，逃费发生在瓜子员工向客户送车途中，属于工作人员冲卡逃费。

四 | 王海向瓜子反馈后，平台表示会安排物流人员处理，一周后收费站确认有人完成远程补费。车辆迟迟未过户，还直接影响了王海的车牌指标。该车原本占用燃油车指标，由于无法及时腾出指标为新车上牌，王海的新车最终使用新能源指标完成上牌，燃油车指标很可能永久失效。按当地行情，一个燃油车指标市场价值在1万至1.5万元，这部分损失难以直接追责。合同显示，瓜子对逾期过户的赔付上限仅为2000元，且需过户完成后才能申请。黑猫投诉平台上，与“瓜子二手车过户”相关的投诉达43条，近半数涉及拖延过户，不少消费者因未按时过户无法申领置换补贴，损失普遍在万元左右，远高于平台最高2000元的赔偿上限。瓜子客服对此回应称“规则就是这样的”，并透露超期后可能提出与卖家重签合同。王海担心车辆已被使用三个月，重签会导致压价，已予以拒绝。目前王海已远程锁车，并决定通过法律手段解决问题。瓜子方面表示将尽快处理，但客服同时强调，交车后相关问题与原车主无关，对于过户逾期造成的置换补贴损失平台不承诺承担。
